Governor Radda’s ₦828.64bn 2027 Budget Prioritises Capital Development Over Recurrent Spending

Katsina Governor Dikko Radda’s ₦828.64bn 2027 budget allocates 77 percent to capital projects, prioritising development over recurrent expenditure across sectors.

A ₦828.64 billion appropriation bill for the 2027 fiscal year has been presented to the Katsina State House of Assembly by Governor Dikko Umaru Radda.

The proposed budget allocates 77 per cent, representing ₦637.91 billion, to capital projects, with education, infrastructure, agriculture, healthcare and rural development receiving major allocations.
The remaining 23 per cent, amounting to ₦190.73 billion, is earmarked for recurrent expenditure.

Governor Radda says the fiscal proposal is designed to improve the lives and well-being of citizens while ensuring that the benefits of good governance reach both urban and rural communities across Katsina State.

He explained that the 2027 proposal is 7.71 per cent lower than the approved 2026 budget, representing a decrease of ₦69.23 billion.
According to the Governor, the reduction followed a pragmatic and disciplined assessment of the state’s revenue and expenditure expectations.

“We took a pragmatic, disciplined and realistic view of both revenue and expenditure. We reviewed every available funding source to ensure fiscal balance, strengthen implementation and reduce the risk of shortfalls.”

Governor Radda said Ministries, Departments and Agencies were required to justify their expenditure proposals based on the administration’s Building Your Future development blueprint, available resources and the pressing needs of communities.

He described the 2027 budget as the most participatory in Katsina State’s history, saying its priorities were substantially shaped by a Citizens’ Budget Exercise conducted simultaneously across all 361 wards on July 18, 2026.

The Governor said residents identified, assessed and ranked their needs, with the top-priority project selected in each ward forming part of the grassroots framework for the 2027 fiscal year.

“Our people named their needs, weighed them and ranked them. The first priority project chosen by citizens in each ward now forms a clear, grassroots framework for the 2027 Fiscal Year. This budget therefore answers the real and pressing needs of our communities, not assumptions made from afar.”

Governor Radda added that each of the 361 wards would receive a special project of its own choosing, while community-generated data would guide interventions in agriculture, MSMEs, WASH, women empowerment, environmental protection, climate change and security.

Under the sectoral allocations, the Social Sector receives ₦317.73 billion, representing 38.34 per cent of the total budget.
The Economic Sector is allocated ₦303.17 billion, or 36.59 per cent, while the Administrative Sector receives ₦198.55 billion. Law and Justice is allocated ₦9.19 billion.

Of the ₦637.91 billion capital provision, five priority sectors will receive a combined ₦325.45 billion.
Basic and Higher Education gets ₦83.82 billion; Works and Housing, ₦71.60 billion; Agriculture and Livestock, ₦65.88 billion; Health, ₦53.64 billion; while Rural Development receives ₦50.51 billion.

Together, the five sectors account for 51.02 per cent of the proposed capital budget.
Governor Radda says the allocations will support improved learning infrastructure and scholarships, road and housing development, food security and livestock value chains, better healthcare facilities and stronger rural infrastructure.

The remaining ₦312.47 billion, representing 48.98 per cent of the capital budget, will support other essential sectors, including security and e-governance.
