Abang: Three Years of Impactful Representation

By Isaac Aqua

In the vibrant political landscape of Cross River State, few stories resonate as powerfully as the stewardship of Hon. Victor Bisong Abang, PhD, the distinguished Member representing Ikom/Boki Federal Constituency in the 10th National Assembly. As June 13, 2026, dawns, marking exactly three years since the people of Ikom and Boki entrusted him with their mandate, one truth stands resplendent: this has been a period of profound, people-centered transformation. Under his watch, representation has transcended rhetoric, evolving into a dynamic force that delivers tangible dividends of democracy. This editorial celebrates not merely a tenure but a testament to visionary leadership, where promises have crystallized into projects that uplift communities, empower individuals, and chart a brighter future for Ikom/Boki.

From the moment Hon. Abang took his oath of office, he embraced a solemn covenant: to serve as an accessible, responsive, and development-driven servant-leader. He pledged to elevate the hopes, aspirations, and pressing challenges of his constituents to the national stage. Today, the record speaks volumes. Through legislative advocacy, human capital investments, crisis interventions, and strategic infrastructure rollout, Hon. Abang has woven a tapestry of progress that touches every ward and community. His approach has been methodical yet passionate, ensuring that governance delivers direct, life-changing benefits. In an era where political representation often falters under the weight of unfulfilled pledges, Abang’s three-year account emerges as a beacon of accountability and excellence, inspiring confidence in democratic institutions.

Legislative Interventions: Amplifying Voices for Lasting Protection and Progress

At the heart of Hon. Abang’s representation lies robust legislative engagement. On the floor of the House of Representatives, he has consistently championed motions and bills that address existential threats while unlocking opportunities. Consider the motion on the Nigeria-Cameroon boundary dispute, a critical intervention that safeguards the territorial integrity of Danare and Biajua communities. By spotlighting encroachment issues, this effort protects farmlands, ancestral homes, and the livelihoods of thousands of families who depend on secure borders for peaceful agricultural pursuits and daily existence. Similarly, the motion addressing the invasion of Okwa community by Cameroonian nationals has galvanized calls for enhanced security presence, fostering a safer environment where residents can thrive without fear, enabling children to attend school uninterrupted and farmers to cultivate their lands with renewed assurance.

Further motions underscore his foresight. The push for completing the NDDC Specialist Hospital in Ikom promises advanced healthcare access, reducing travel burdens for expectant mothers and chronic patients while saving lives in emergencies. Advocacy for dredging the Calabar Seaport aims to revitalize trade routes, boosting economic activities for traders and entrepreneurs in Ikom/Boki who stand to gain from improved logistics and market connectivity. The rehabilitation of the Odukpani Junction–Ekot Ekpene Federal Road will ease transportation woes, cutting travel times, lowering vehicle maintenance costs, and stimulating commerce between communities. Additionally, the motion for a unified checkpoint on the Ikom-Cameroon border road seeks to streamline security and trade, curbing smuggling while facilitating legitimate cross-border opportunities that enhance local economies.

Hon. Abang’s bill sponsorship portfolio further cements his legacy. The Elite Sheriff Corps Establishment Bill focuses on protecting forest and environmental assets, preserving biodiversity that supports ecotourism and sustainable livelihoods for forest-dependent communities. The bill for a Federal College of Agriculture and Forestry in Okundi will equip youths with specialized skills, empowering a new generation of agri-entrepreneurs to modernize farming practices and combat youth unemployment. A Federal Medical Centre in Boki will bring specialized medical services closer to residents, improving health outcomes and reducing mortality rates in underserved areas. The Federal College of Education (Technical) in Ikom promises technical training that equips teachers and professionals, elevating educational standards across the constituency.

Notable among his contributions is the bill to amend the Labour Act, aimed at regulating strike actions, picketing, and solidarity strikes to preserve essential services and public safety. This legislative wisdom ensures stability in critical sectors, benefiting workers, students, and families who rely on uninterrupted electricity, healthcare, and education. The National Park Service Amendment Bill, seeking an independent Okwangwo National Park Unit, holds immense potential for tourism development, creating jobs in hospitality, guiding services, and conservation while generating revenue that trickles down to local artisans and businesses.

These legislative feats are not abstract victories; they represent a deliberate strategy to shield communities from vulnerabilities and position them for prosperity.

Human Capital Development: Investing in Lives for Generational Empowerment

Hon. Abang understands that sustainable development begins with people. His human capital initiatives have reached thousands, delivering direct economic relief and skill enhancement. The Conditional Cash Transfer programme for 1,000 beneficiaries has provided immediate financial succor to vulnerable households, enabling families to afford food, school fees, and healthcare, thereby reducing poverty and fostering stability. The Renewed Hope Nano Grant Scheme, benefiting another 1,000 individuals, has ignited micro-enterprises, allowing small-scale traders and artisans to expand their ventures and achieve financial independence.

Educational support for 400 students across Boki and Ikom has lightened the burden on parents, ensuring bright minds remain in classrooms rather than dropping out due to financial constraints. Financial grants to 27 Law School students have paved pathways to professional careers, producing future legal luminaries who will advocate for their communities. Programmes under the National Directorate of Employment have engaged over 100 youths in productive skills, curbing restiveness and channeling energy into nation-building. The ITF Artisan Skill-Up Programme for 50 participants has honed craftsmanship abilities, opening doors to self-employment in trades that sustain families.

Entrepreneurship and SME support in poultry and fish farming have transformed aspiring agribusiness owners into successful operators, boosting household incomes and contributing to local food security. Training and empowerment for 100 artisans living with disabilities exemplify inclusive governance, restoring dignity and economic agency to often-marginalized individuals. Distribution of agrochemicals to 1,350 cocoa farmers has enhanced crop yields and quality, increasing earnings for farming families who form the backbone of the local economy. Yam seedlings and irrigation pumping machines promote dry-season farming, allowing farmers to cultivate year-round, mitigating seasonal hunger and generating steady revenue streams.

Additional initiatives, such as sanitary hygiene education for young girls, empower adolescents with knowledge that improves health and school attendance. The three-day medical outreach in Nde Ward delivered essential care, preventing minor ailments from escalating. The ₦48 million Christmas and New Year support across 22 wards brought joy and relief during festive periods, while food items distributed to 700 constituents in need addressed immediate hunger, strengthening social safety nets.

Crisis Management: Compassionate Response in Times of Need

Leadership shines brightest in adversity. Hon. Abang’s crisis interventions demonstrate empathy in action. Financial and material support for victims of election violence in Mgbabisu helped families rebuild shattered lives, restoring hope amid trauma. Following the Ikom Market Fire Accident, ₦70 million in relief materials provided crucial aid to traders, enabling business revival and preventing total economic collapse for affected households. Community development contributions to Okwa, Okwangwo, Beteriko, Abo-Ebam, Okuabang, Bankpor-Irruan, Mfom-Osokom, Egebe Bridge Bumaji, Arungba, and women groups in Butatong, Oku-Aro, Akparabong, Ikom town, Yala Nkum, Akam, Alesi, among others, have funded local projects that enhance communal infrastructure and cohesion.

Revolutionizing Education: Laying Foundations for Tomorrow’s Leaders

Education remains the bedrock of societal advancement, and Hon. Abang has invested heavily here. Renovations of St. Stephen Primary School in Nnam, Community Secondary Commercial School in Okangha, St. Theresa RCM Primary School in Adijinkpor, Egononkor/Esaja Primary School in Nde, and construction of classroom blocks at Etikpe Primary School and Alesi in Ikom have created conducive learning environments. These upgrades reduce overcrowding, improve safety, and boost academic performance for hundreds of pupils who now study with pride and focus.

In Boki, reconstructions of St. Peter Primary School in Njua Bano, St. Patrick’s in Kakubok, Holy Trinity in Olum, St. Michael in Asoben, Government Primary School in Orunghe Bawop, plus classroom blocks in Bawop, Ubong, and Bekpor-Irruan, ensure that children in rural settings receive quality education comparable to urban standards. These facilities nurture young talents, fostering a literate, skilled populace poised to drive community development.

Strengthening Healthcare: Saving Lives and Enhancing Well-being

Healthcare interventions have been transformative. The donation of critical equipment worth ₦350 million to Abo Ebam Health Centre equips medical staff to handle complex cases locally, minimizing referrals and saving precious time for patients. Facilitated outreach services, solar power systems, and infrastructure upgrades improve service reliability, especially during power outages. The installation of three 10KVA solar panel systems at Bansan Isobendeghe Health Centre ensures consistent electricity for refrigeration of vaccines and operation of life-saving equipment, directly benefiting mothers, children, and the elderly in Boki.

Infrastructure Renaissance: Connecting Communities and Sparking Growth

Rural infrastructure under Hon. Abang has flourished spectacularly. Solar streetlights in Ikom 1 (Olulumo), Ikom 2 (Nde), Boki 1 (Bnachor/Katabang), Boki 2 (Bunyia-Irruan), and hundreds more across Okundi, Boje, Irruan, Bawop, Nta-Nselle, Kakwagom, Bashuan, Bendeghe-Afi, Kakwe-Beebo, Yala-Nkum, Ebranta, Isobendeghe, and beyond illuminate nights, enhancing security, extending business hours for traders, and allowing safe movement for students and workers. Transformers in Bawop stabilize power supply, supporting small businesses and households. Rehabilitated public boreholes in Boki provide clean water, reducing waterborne diseases and freeing women from long treks.

Construction of market shops at Edor Market, completion of Bokalum Town Hall, guest houses in Ekpache Nkome and Buancho, Principal’s Quarters in Okubushuyu, and a Mini Stadium at Ekumba Kakwagom create hubs for commerce, governance, hospitality, and recreation. These facilities stimulate economic activities, host cultural events, and promote youth sports that build discipline and talent. Road earthworks on Kakwagom-Oku Borum-Njua, construction on Ntamante/Batang-Agba, opening of Katchuan-Kakubok, and support for Okwa/Okwango access roads improve mobility, reduce accidents, and facilitate the transportation of farm produce to markets, boosting incomes for farmers and traders.

Bridging Digital Divides: Telecommunication for Economic Inclusion

Telecommunication connectivity has narrowed gaps. MTN mini-masts installed in Kakwe Beebo, Bajiki, Bakum, Bamba, Buanchor, Kanyang 2, Katabang, Asuben, Ebranta, Ebok, Bashu, Abo Mkpang, Abo Ebam, Ayimikang Orimekpang Inland, Okwa 1 and 2, Ndimechang, Agba Osokom, Nkim Osokom, Njua Kaku, Mkpura, Osibi, Okosora, Balep, Egomogom, Ejirawor, and others enable reliable communication, mobile banking, e-learning, and market information access. This connectivity empowers farmers to negotiate better prices, students to research online, and businesses to expand reach. The second phase for Bukalum, Danare, Kebeth Njua, Okubuchi, Effiayong, Abontakon, Agbaragba, Nkpura-Ezabantan, and more will extend these benefits further.

Employment, Appointments, and Peacebuilding: Fostering Stability and Opportunity

Appointments of 11 Legislative Aides and 28 Constituency Liaison Officers, alongside facilitated federal employments, have created direct job opportunities, reducing unemployment and building administrative capacity. Conflict resolution efforts, including support for Boje/Isobendeghe boundary demarcation, peace seminars for traditional rulers, and harmony interventions, have minimized disputes, allowing communities to focus on development rather than division.

The Journey Ahead: Sustained Momentum in 2026 and Beyond

As the 2026 Federal Budget takes shape, Hon. Abang’s vision propels forward. Supply of educational materials will enrich learning experiences. Training and skill acquisition for women will unlock economic potentials for mothers and wives. Advanced agrochemical training for farmers ensures safer, higher-yield practices. Solar streetlights in Nnam and Akam will enhance security and nighttime economies. A Youth Development and Recreation Centre in Bansan-Osokom will nurture talents and reduce idleness. New town halls in Akparabong and completions in Ekpashi-Nkome, Oku-Bushuyu, Katabang, Balep, Nkpat Bawop, alongside classroom blocks at Nsadop, market stores at Nde and Bunyia-Irruan, a Health Centre at Oku-Aro, erosion control at Kakwagom, and furnishings will multiply benefits across wards.

These three years of impactful representation belong to the resilient people of Ikom/Boki. Hon. Abang’s humility, accessibility, accountability, diligence, and service have forged a partnership that delivers results. Challenges persist, roads demand more attention, jobs must multiply, healthcare and education require deepening, and agriculture awaits modernization. Yet with his recommitment, the future gleams with promise.

The constituents’ trust, prayers, support, and constructive feedback have been instrumental. Together, progress multiplies. Ikom/Boki stands taller today because of this dedicated service. This impressive scorecard signpost a smooth sail to second term as greater heights beckon.

Pundits agree that Rt. Hon. Victor Abang has not only changed the narrative associated with the Ikom/Boki Federal Constituency but has also raised the bar for federal constituency representation in the current dispensation. In Cross River State generally, and in Ikom/Boki in particular, he has moved representation beyond eloquent promises to tangible results, as evidenced by the numerous visible projects that directly address the needs and aspirations of his constituents.
